Why do noise complaints so rarely get resolved?

Because of when they arrive. A complaint reaches the office the next morning, sometimes days later, and by then the noise is gone. The manager is left mediating a disagreement about an event nobody can observe. One resident describes it as constant, the other says it was one evening, and there is no way to establish which account is closer to true.

So the response defaults to a general notice to the building or a conversation both parties leave unsatisfied. The complaining resident concludes that reporting it does not work, and that is the real damage. They stop reporting and start planning to leave, and the first the property hears of it is a non-renewal.

What changes when you can see it while it is happening?
